A memorandum of cooperation was signed between the Chernihiv RSA and the PPP Agency. The PPP Agency has conducted a workshop on “Public-private partnership: notion, benefits, peculiarities”

On the 21st of April, a ceremonial signing of the memorandum of cooperation between the Chernihiv Regional State Administration and the Agency on Support of Public-Private Partnerships took place. 

This memorandum marks the beginning of a long-term, productive partnership aimed at raising the quality of socially significant services used by the territorial communities of the Chernihiv Oblast, via infrastructure development under the PPP model.

The main goal of signing this memorandum is to streamline the cooperation between the two parties, as well as to organize collaboration on the identification of project ideas, formation of lists of priority projects that can be fulfilled via the PPP model, preparation of PPP project proposals (concept notes and feasibility studies), preparation of tender documentation, etc.

On the occasion of the memorandum signing, the PPP agency organized and conducted the first educational workshop for the representatives of the Chernihiv RSA and local authorities Chernihiv Oblast. Participants discussed the initiation, selection and preparation of PPP projects.

The workshop was opened by Yuliia Sukhoverkha, the head of the PPP Project Support Division, with a presentation on the advantages of the PPP system, its main features, the peculiarities of different PPP models and the life cycle of a PPP project. Of particular interest to the participants was the information about the requirements for the content of a Concept Note, which is the first stage of the PPP project proposal preparation. The speaker has detailed what studies are necessary to ensure the quality of a Concept Note.

Taras Boichuk, head of PPP Management office SPILNO, an independent advisory body to the Ministry of Infrastructure of Ukraine, has shared with the participants information regarding the practical aspects of PPPs, from project idea identification and PPP project initiation to project realization and contract management.

Roman Staretsky, the head of the investment and project management division of the Lviv City Council, has told the participants about PPP implementation in Lviv. A pilot PPP project, for which a Concept Note is ready and the feasibility study is being performed, is the “Construction of an underground multilevel parking lot in E. Petrushevych square in Lviv”.

Valery Petrenko, the CEO of “Ukrainian Atom Instruments and Systems” corporation, has presented a success story regarding the implementation of the PPP project aimed at the production of thermal energy in the city of Oster. He has analyzed the prospects of this and similar projects.

During the event, participants have discussed further steps regarding the initiation of PPP projects by local executive bodies and local self-government bodies. It was stated that it is vital to create during the first phase of cooperation a list of projects that can be implemented under the PPP model. Those projects should be aimed at increasing the capacity of local communities to develop infrastructure and improve the quality and accessibility of socially significant services.

The PPP agency is always ready to discuss project ideas proposed by members of the public sector, as well as to assist in project identification and transformation of aforementioned ideas into potential PPP projects.
