The PPP Agency performs project ideas’ identification guided by the evaluation criteria and guiding principles for the PPP project proposals analysis developed jointly with the International Finance Corporation (IFC) consultants/experts in the technical assistance project framework of the Public-Private Infrastructure Advisory Facility (PPIAF).
85 PROJECT IDEAS WERE RECEIVED FOR IDENTIFICATION
Preliminary identification (screening) has been performed by the PPP Agency for 73 project ideas (those that have not been previously identified) according to the general criteria of the initial assessment:
✔️ compliance with PPP features,
✔️ compliance with the spatial and strategic planning for the development of the territories documents,
✔️ practical implementation possibility.
53 PROJECT IDEAS WERE SELECTED ACCORDING TO THE RESULTS OF THE PRELIMINARY IDENTIFICATION:
REPORTS (RECOMMENDATIONS) ON THE IDENTIFICATION RESULTS HAVE BEEN PREPARED AND SENT
For all preliminary identified project ideas according to the general criteria of the initial assessment, identification has been performed according to special criteria, in particular as for the potential socio-economic impact assessment for the communities, the commercial component and attractiveness to potential investors.
Relevant reports of identification have been prepared and sent to all initiators from the public sector on 53 project ideas.
Following the UNECE recommendations, in 2021 the PPP Agency started testing the proposed People-first Public-Private Partnerships Evaluation Methodology for the Sustainable Development Goals.
The Evaluation Methodology helps to identify those projects that will embody the Building Back Better approach. It is comprised of 22 benchmarks in the framework of 5 main outcomes of the UNECE People-first PPPs model. Those outcomes are:
I. Access and equity;
II. Economic effectiveness and fiscal sustainability;
III. Environmental sustainability and resilience;
V. Stakeholder engagement.
In addition, the PPP Agency in 2021 attracted financial support by the Public-Private Infrastructure Advisory Facility (PPIAF) in part of PPP projects that support environmental sustainability and climate resilience implementation by Aligned Indicators for Sustainability in Infrastructure (AISI) implementation in Ukraine.
This set of indicators is the result by some of the world’s leading experts in the field of sustainable development. It encompasses criteria that should be taken into consideration when assessing potential sustainable infrastructure projects.
