The Cooperation Agreement between the Ministry of Health of Ukraine and the International Finance Corporation (IFC) was signed

Today, October 19, 2023, the Cooperation Agreement between the Ministry of Health of Ukraine and the International Finance Corporation (IFC) was signed to determine the feasibility of establishing a Children’s Medical Rehabilitation Center on a public-private partnership (PPP) basis.

Cooperation will include the involvement of consultants (advisors) in order to carry out a preliminary assessment of the feasibility of establishing a specialized Children’s Medical Rehabilitation Center by the Ministry of Health of Ukraine to address the growing demand for quality rehabilitation care in Ukraine, and delivering the medical rehabilitation services in a sustainable and affordable manner, using a public-private partnership. The preliminary assessment will include aspects such as optimal size, scope, high-level technical and commercial viability, and assess the level of potential private sector participation in the project.

The structuring of the project and the choice of a more effective implementation model for the proposed project depend on the results of its preliminary assessment. One alternative is the PPP Model – “DBFOM with the delivery of services”, which consists of the involvement of a private partner for financing (in part), facility design, construction, equipment, planning, and management support, as well as potential deliver the medical rehabilitation care in accordance with the key performance indicators (KPIs) established by the Ministry of Health of Ukraine. The state will retain legal ownership of all equipment and assets (built or purchased by a private partner). All assets will be returned to the state partner for use after the expiration of the PPP agreement.

We will remind that the International Finance Corporation (IFC) serves as a strategic advisor to Ukraine, supporting the government to create conditions to boost private sector investment in reconstruction Ukraine’s infrastructure. The Memorandum of Understanding between the Government of Ukraine and IFC was signed in Paris on December 12, 2022.

A professional team of experts from various fields was involved in assisting Ukraine in selecting projects and finding sources of financing for their implementation. The PPP Agency, which is directly responsible for the preparation of PPP projects in Ukraine, actively participates in the work of a group of experts to determine priorities and select projects and their further preparation.
