The Director of the PPP Agency participated in the 6th “Istanbul PPP Week” conference which took place from 6th to 10th December 2021 in Istanbul, Turkey.
The “PPP Week in Istanbul” conference was organized by the Ministry of Trade of the Republic of Turkey, DEIK (Foreign Economic Relations Board) and the Istanbul PPP CoE (Istanbul Public-Private Partnership Center of Excellence) under the leadership of Dr Eyup Vural Aydin, with the support of the International Finance Corporation (IFC), the European Bank for Reconstruction and Development (EBRD), the Islamic Development Bank (IsDB), and famous universities.
This annual event attended by PPP practitioners from over 30 countries facilitates a collegial exchange of ideas and innovations associated with the implementation of Public-Private Partnerships.
The main subject of this year’s conference was “Improving PPP”. The program included a unique 5-day training program for PPP professionals, including lectures, case studies, discussions, presentations of different countries, including PPP projects in Turkey – Eurasia Tunnel, the 3rd Bridge, Istanbul Airport and medical campuses.
During the first day of the conference, Mark Moseley led a session on value for money analysis. Ziad Alexandre Hayek, President of the International Association of PPP Units and Specialists (WAPPP), told the participants about the peculiarities of structuring PPP projects and how PPPs can comply with the 2030 WAPPP Agenda. The last two PPP sessions discussed the need for PPP monitoring (led by David Baxter) and presented a case study of the PPP project at Istanbul’s new airport by Ismail Polat, CPO of the Airport.
On December the 7th, the program covered “Value-Generating PPP Model”, “Investing in PPP Projects after the Pandemic,” “Direct Impact of Public Procurement on Employment Opportunities,” and “Calculating the Cost of Certain Infrastructure Sustainable Development Goals’ Implementing Impact.” Speakers included Francois Bergere, Thomas Barrett, Marian W. Moszoro, Ziad Alexander Hayek, as well as representatives of the teams responsible for the 3rd Bridge PPP project (Istanbul) and the PPP project in the field of healthcare (Nersin and Ankara).
Many ideas were disseminated concerning the future of PPP projects, especially the importance of incorporating the principles of environmental sustainability, social inclusiveness, and good governance into PPP projects. The comments that were made included the following:
- the need to ensure greater Value for Money when attracting private financing on the terms of PPP;
- the PPP world is changing and evolving significantly to achieve the Sustainable Development Goals;
- PPP public policy needs to be updated to take into account environmental, social and corporate governance (ESG);
- the issue of creating sustainable infrastructure – “green”, robust, adapted to climate change and high quality, where people are the main beneficiaries, can not be separated from the implementation of PPP;
- resources are unevenly distributed, but active cooperation with international investors, especially in developing countries, can overcome financing and resource mobilization challenges.
December the 8th was devoted to panel discussions where participants could discuss why the PPP mechanism is important for infrastructure development, hear CEOs’ views on the role of private sector investment in sustainable infrastructure development, and investigate the importance of PPP agencies for successful projects implementation by this mechanism. Also, on this day webinar took place on “Global Perspectives on Public Infrastructure Investment and the Role of the PPP Mechanism Assessment”, and discussions on “The Role of Multilateral Development Banks (MDBs) in Achieving SDGs and Mobilizing Capital to Transition to Low Carbon’ Consumption” and “Environmental, social and managerial considerations. Ahead of time: PPP is paving the way for a greener planet.
On December the 9th, the results of the implemented PPP projects in Turkey and the PPP projects of this country in the field of transport were discussed.
The conference provided an excellent opportunity for networking and the PPP projects’ implementation experience exchange in various fields.
The PPP Agency Director Niko Gachechyladze provided potential investors with information about the PPP potential in Ukraine. The participants learned:
- on the successful reforms and innovations experience in bringing the current Ukrainian legislation in the field of PPP in line with international standards and best practices;
- on the SOURCE platform integration in Ukraine and on the use of the electronic trading system on the PROZORRO and SOURCE platforms, which helps to ensure impartiality and transparency in the PPP/concession projects preparation and implementation at all stages of their life cycle;
- on the PPP Agency main functions as an institution that provides comprehensive organizational and advisory support to the public sector in the well structured PPP projects preparation and implementation that contribute to the Sustainable Development Goals;
- on the current PPP Projects Pipeline in Ukraine, in particular:
– Rail and Ferry Complex Concession and First and Container Terminals’ Concession projects of the State Enterprise “Chornomorsk Commercial Sea Port” and the relevant property of SE “Ukrainian Sea Ports Authority”;
– concession projects in the Sea Ports of Berdyansk and Izmail, as well as the the Passenger Complex Concession in the Sea Port of Odessa, which are Unsolicited Proposal projects;
– 6 Pilot Projects of Road PPP Program in Ukraine, including more details on the first two roads sections for the future PPP pilot projects: Lutsk – Polish border (section M-07/M-19) and Kharkiv – Zaporizhzhia (M-29/M-04/M-18);
– 2 concession projects in the road sector – Unsolicited Proposals: Krakovets-Lviv-Brody-Rivne and Stryy-Mukachevo;
– 2 projects PPP in the Field of Healthcare in Lviv: for the development of laboratory services and the development of radiological services for medical (diagnostic) imaging.
